having trouble with names

My name is ...

I've just to receive a letter from DIBP about the eligible claim on m

I've surprised as my m still valid to Jan 2019

why DIBP said that my m NOT ELIGIBLE from 13Aug

Please give me an explain and 

What can I provide.

My m still in valid time

My name is  not in voter list

so yet some one certify that

my name attempted to vote but

could not be located

Some one kindly certified my name attempted

to vote by PPVC on 5/9/13

because my name could not be located

Some one certified I had attempted to vote

for PPVC on that day but my name

could not be located

So, despite losing the right to vote

(because no name)

that was not penalized

Fair enough?
